second thing I'd try is to re-validate game files or a full bore uninstall, delete the folder under your Steamapps / common path. Ensure you're leaving the AppData folders alone as that contains your save games.
Failing that, and this might seem a bit odd, try rolling your Nvidia drivers back to an older 2022 release. I'm currently running 474.44 and the mini-map and map haven't worked since retail release, though they worked fine in Early Access. Also like yourself, Vulkan also hasn't worked since the official launch.
I deleted the shader chache, re-installed the game, updated windows and GPU and, with that i got my game running a bit smoother but didn't fix my problem, i still had the same massive freezes/crashes
Since my PC wasn't working very well lately and i was about to acquire a SSD drive in a few days, i did a full format on my PC and changed both the system and Baldurs Gate to the SSD drive (unistalled and downloaded again), expecting to also reduce the loading times. Glad to say it everything works fine and faster now. I guess it was a problem with my old hard drive or even my OS files, can't say for sure but it seems it worked for me
