The even more strange fact is that seems not to be a problem with the graphic card because Fallout 4 runs smoothly in high configs.
I’ll try a fresh reinstall as last solution before passing to a previous version
Try all of those as well:
-update/Reinstall gpu driver and a clean install with ddu
-Do the same with cpu
-check that your game is running on gpu and not cpu on nvidia panel, my game was originally running on my cpu by default, which is very impressive but not optimal obviously.
-Check if dlss is on and put it on performance
-Reducing your most consumming gpu settings like downgrading shadows
-Make sure you don't have too much texture detail for what your gpu can handle, 6gp is NOT good enough anymore for full texture quality especially at high resolutions above 1080p
- Check the integrity of the games files(right click on game on steam library then properties then verify)
You seem to have a laptop as well from your last comment, you want to start your game when plugged in, not on battery. That's your problem. Put your laptop on maximum performance, force the game to be on gpu on both windows graphic options and nvidia panel. You want to restart after that and then you launch the game, you don't want to switch mode and unplug it in the middle of the game running, your computer can not push as much performance on battery as it does plugged in, it's very important you keep that in mind.
Check your geforce experience settings, you probably have something on (like quiet mode ) that nerfs your performance to benefit your battery life.
You do not want that at all unless you're stuck on a train ride without power and want distraction.

Yeah I stayed on win10 for this kind of things
