That is normal if you did not setup Windows 11 correctly. Windows 11 is famous for its efficiency mode and its negative impact on games which are not set right. E.g. when people make the mistake and try running games in fullscreen mode, despite that being a legacy feature.
Your game files are likely corrupt, even if they re-verify. follow clean install steps here:

Be sure your drivers are clean installed for GPU or any other performance sensitive hardware (Sound Card etc.); try using DDU (in safe mode only!) to fully remove old drivers, if you can't get factory driver install packages to clean install drivers, or otherwise want to be sure you get the cleanest driver install possible.
*Windows dropped a large .NET fix, and a 2H22 update for windows 10 in last 24hrs. Run game in Windowed/Borderless-Windowed mode.
**If you have a high-performance SSD hard drive (ie EVO 970), after everything above is done, be sure Performance Optimization (Samsung Magician Hardware) is turned off, as it seeks to delete "unused sectors" of data. Just optimize with Windows tools every couple of months, or let Windows do any SSD optimization.
