Iron Throne, Duke Ravengard Bug?

After the coronation I left to explore the lower city a bit, discovered the submersible to the iron throne, took it there & followed the quest to rescue the duke, however when I get to his cell he's already dead along with some of the prisoners in the cell left of him. Can't revive or pick him up (too heavy). Anyone else having this issue?

I may have to reload a much earlier save and try again because reloading from the submersible didn't help.

you have to long rest at camp after speaking to Mizora in town. Only after the Mizora/ Wyll scene will duke ravenguard be alive in the prison, depending on your choices in the cutscene.
