Ceremonial Warhammer Flew the Coop

I got frustrated enough to google around for where it might be, and: the Ceremonial Warhammer is not in the Eagles' nest in my game. I had already looted it and, alas, believed the jackass bluejay (I should have known better), and I alt-checked to try and guarantee I hadn't missed anything - seemed like there should be something in there worth taking - but I tried going back all the same. No warhammer. I haven't uncovered anything to the effect that it can ever be elsewhere, so I think this is a technical issue.
