LariLauncher Fails to Detect that .NET Desktop Runtime is Installed and my only Workaround Breaks Steam Multiplayer

I'm stuck in this loop where LairLauncher fails to recognize that .NET Desktop Runtime is installed.

1. I click 'Launch'
   
2. Launcher reports that 'You must install .NET Desktop Runtime to run this application' and then asks 'Would you like to download it now?'
   
3. I click 'yes'
   
4. I am navigated to the download page for 6.0.21 from which I install (https://dotnet.microsoft.com/en-us/download/dotnet/thank-you/runtime-desktop-6.0.21-windows-x64-installer?cid=getdotnetcore)
   
5. The 6.0.21 installs the first time. Subsequent attempts allows me to repair or uninstall, because it is already installed.
   
6. I click 'Launch'
   
7. Go to Number 2

Just to convince myself it is installed I went ahead and verified the runtime install by asking dotnet...

One "workaround" is to not use the launcher and just start the game directly from the bin:
C:\Program Files (x86)\Steam\steamapps\common\Baldurs Gate 3\bin\bg3.exe or bg3_dx11.exe

This successfully launches the game, however, if I go to Multiplayer->Online in the Lobbies pane the message reported is 'Not connected to the Online Community'.

For everyone else, what specifically worked was the first recommendation in the article.

Which was setting the Steam Launch Options to...
