Download the script console extender by Norbite
https://github.com/Norbyte/bg3se/releases/download/updater-v2/BG3SE-Updater-wConsole-v2.zip And unzip and put the files in your baldurs gate/bin folder.
Run the game, a console should appear below the game, in this console we are going to paste a command very soon, do not close it.
Load your game, go to Rivington (for loreful reason go to the OX barn)
Now tab and go in the console, past and run the following command `Osi.TeleportTo("49eb5b4b-c6ed-4d37-8f68-97b1128b7d56", GetHostCharacter())`
Go back in the game and the OX should be there, beside your character. NB: I interacted with the ox without the ability to speak with animals, closed the conversation and went and drunk a potion and then the OX stopped answering, re-running the command fixed it.

That will give you access to the NPC, and let you acquire the quest item but unfortunately you don't get the actual quest and complete it by doing that.
