Otto Ott Ejection Bug in the Wyrm's Rock Prison

I'm in the Wyrm's Rock Prison prison and went to talk to Otto Ott (a prisoner in a cell). As the conversation with him opened, he didn't say anything just folded his arms and my dialogue options were to lie, pay the fee to bribe, persuade, or intimidate. It was as if he was a guard who was attempting to kick me out of the jail, I'm not sure if this is a bug or if he's some mystical being that lives in the jail.

I didn't look too hard but couldn't find anything about this on google. I submitted a bug report either way.

I just walked back in and it let me talk to him without issue. Wierd.
