Act 3 endgame bug with Gather Your Allies

Not sure if anyone else has had this bug, but when you walk into the building where your allies are at, there's no trigger for Beorn to give his speech which means I never get the "Call Forth Allies" button. I've tried going back to older saves and replaying through the morphic pool area, freeing Orpheus, giving Emperor the stones, turning Karlach, etc but it all just ends up with my allies giving their ending dialogue if I talk to them individually and disappearing once I leave. Just wondering if anyone else had this issue and/or was able to fix it? Otherwise I was able to get past the courtyard without much trouble so I can just finish it without them I guess lol

My boyfriend never had the option to summon allies, I wonder if this same thing happened to him. He did the quests to get people on his side but the button to summon never showed up.
