Counting House Vault Keys

I have all the counting house vault keys for the High Security Vault n#s but it wont let me use them, keeps saying locked.

One needs a code apparantly. You can find it on the wall with a perception check.(Not sure if this is the one though, there are 3-4 bit safes there and one is non openable and non clickable.)
