Artistry of War and Dethrone Scrolls being consumed

As the title says, both of these scrolls are being consumed and I'm not sure if that's intended or not. Like other scrolls, it states at the bottom of the tooltip that it's single use. But contradictory, it also states short and long rest respectively.

If the scrolls are learned by a wizard, the resting works fine and the spells are recastable. If the scrolls are working as intended (i.e. are meant to be 1 time use), the tooltip needs to be reworded.
