No. You should find first Rolan in the Inn. Drinking alone and cursing himself and you. Then deciding to save his siblings alone. After this you need to hurry to find him, near the bridge to the Moonrise tower but still on the weaker cursed part. You save him in the fight, DO NOT ESCORT HIM BACK. Just fast travel back, for some reason if you escort him back he dies. (seems to be a bug.) If you done the fast travel, go to Moonrise tower and continue. Once you saved the siblings talk to Rolan. This will end the quest appropriately. (If you save the gnomes too, demand a reward, because for some reason it does not advances if you do not demand a reward.)
I am unsure, but it is entirely posslbe that Rolan becomes "available" only after you have done the fight with Marcus.
