Rolan is missing in Last Light Inn

Got the quest to save tiefling from bard lady, saved them, then some time after that found Rolan near toll house and saved him too. When I talked with him at the inn he was pissed off that I didn't save his siblings.

Reloaded before prison break, scoured the moonrised tower, didn't see his siblings there. Read somewhere on internet that I need to get quest from Rolan to get his siblings to apear in prison.

Reloaded to just when I first entered last light inn. Rolan is not there. I even looked up where exactly he's supposed to be, he's just not there.

Same here. Not sure if you found the answer, but I’m going to save the refugees and see if he shows up

You should find Rolan wandering in the area... but don't walk away - as he will be attacked and killed otherwise

No. You should find first Rolan in the Inn. Drinking alone and cursing himself and you. Then deciding to save his siblings alone. After this you need to hurry to find him, near the bridge to the Moonrise tower but still on the weaker cursed part. You save him in the fight, DO NOT ESCORT HIM BACK. Just fast travel back, for some reason if you escort him back he dies. (seems to be a bug.) If you done the fast travel, go to Moonrise tower and continue. Once you saved the siblings talk to Rolan. This will end the quest appropriately. (If you save the gnomes too, demand a reward, because for some reason it does not advances if you do not demand a reward.)
I am unsure, but it is entirely posslbe that Rolan becomes "available" only after you have done the fight with Marcus.
