HIghcliff's blueprints cannot be found

If you search the cellar before you got the quest for the masterwork weapons, you'll be unable to obtain the blueprints and advance the quest.

I found the journal and started the quest after already searching the cellar, and the blueprints no longer spawn.

Its a minor annoyance, but an annoyance nonetheless.
