Nature's Embrace item effect working unintendedly

I found the "Shapeshifter's Hat" inside of the House of Hope, and upon equipping it, it increases Wildshape charges by 1 as intended, however as soon as that slot is expended, it cannot be regained no matter what you do. Short rest, long rest, unequipped and re-equip, unequipped then short/long rest then re-equip.. Nothing. Surely it was not intended as a one use piece of gear, since it doesn't state that it is.

Seemingly the only workaround is to make sure you unequipped and re-equipped the gear in question before resting. I have run into an issue with this though, and that it mostly only works if you restore while you have no remaining charges. Equipping another helmet/gear piece, moving the character(just to refresh ui) and re-equipping the piece of gear, and then resting should allow all 3 charges to restore as intended.
