Hi there! I've been having a similar issue, but found a fix. It does require another app and a fresh install though.
It seems like there might be a registry key or something else that needs to be deleted that's hard to find, but rather than try and do the world's hardest game of needle in haystack, go install the free Revo Uninstaller. It's a free application that tries to make sure every folder and file from something is actually deleted and not just hidden somewhere.
Uninstall Baldur's Gate 3 through the Revo Uninstaller app and make sure you scan and delete any files/folders it find, then do a fresh install of Baldur's Gate 3. Mine started working fine after doing this.
