Draconic Resilience not working

Draconic Resilience: Dragon-like scales cover parts of your skin. When you aren't wearing armor, your base Armor Class is 13.

So I took a level in Draconic Sorceror with my Monk to get that flat AC boost, but it's not working. I understand effects like Unarmored and Mage Armor don't stack, but Draconic Resilience isn't an AC bonus, it alters your BASE AC which means it should stack just fine whereas Unarmored Defense adds WIS modifier to base AC.

So either the tooltip needs changed to reflect that it does not, in fact, set your base AC to 13 when wearing no armor or the ability needs fixed to reflect the tooltip.

it even makes sense fore them to stack as AC is an abstraction of the combined attribute between armor mitigation and dodging / blocking attacks.

so having tough scales and being trained in martial arts aren't mutually exclusive.

HOWEVER: balance wise if they stacked you would easily reach 25 AC which is completely broken in this game.

in DnD 5e unarmored defense also does not stack with draconic resilience

Then the description needs changed. Unarmored Defense stacks off of Base AC. Draconic Resilience increases your Base AC. If DR is just a +3 natural armor bonus that doesn't stack with Monk and Barbarian, that's what it needs to say.
