Bracers of defense not increasing AC

So, I put Bracers of defense on gale as I had him in robes and with a staff (unarmored and no shield) but his AC did not increase, I thought it might be counting his robes as armor so I removed all his other equipment and put them on him but his AC did not change. I then thought the buff might only go into effect in combat so I checked there and no change. It seems to be broken. This is the bracers of defense +2 AC that you get in Act 1.

they work on Karlach, but not my monk. I think they're bugged.

They're bugged for me on Karlach but not on my character.
Edit: Turns out I had Karlach equipped with boots that were medium armor without realizing.

I checked on other characters, they work on some characters but not others, not sure if it's predetermined or if there is some bugged interaction with a trait they have or something.

This was it for me. My 'Hood' was apparently armor.

Strip him naked - put on the bracers - if AC changes (and it should), then go back and start putting his other stuff back on one piece at a time until you find what caused it.

It's most likely that you've got something that looks like clothing but registers as armor or else a modded piece of equipment (or underwear) has a flag set to register as armor.
