My RAM is limited at 2666mhz;
Motherboard only capable of PCI-E 3;
My CPU doesn't support Re-Bar.
I think it's most likely something to do with the ReBar/SAM support. If you don't know what these are:
"Resizable BAR is a term specific to NVIDIA's GPUs, but as is often the case, their main competitor AMD has its own version of the same technology. AMD calls its version Smart Access Memory or SAM, but by and large, both features do the same thing in more or less the same way.
Without this feature, the CPU can only get data to process from the GPU's memory in 256MB chunks. [...]
That's where SAM or Resizable BAR comes into the picture, literally. With this feature activated, the CPU can access the entire "frame buffer" (another name for the GPU's memory), which means it can quickly find and process the data it needs.
It also cuts down on the number of transfers between the CPU and GPU and allows the CPU to only request data from the GPU's memory when it needs it and from exactly the correct place. In theory, this means that both the CPU and GPU will receive a performance boost because the amount of overhead and traffic is cut down." - Source
To all of you having this issue, maybe try enabling this feature as for what I read, it's not enabled by default. I'd love to experiment with that, but as I stated, my CPU has no support for this.
I hope this helps!
In the same thread on reddit, there are different builds, including top ones with 4090, ddr5 memory and a top processor.
Personally, I have:
5800x
4070ti
Motherboard with pci 4
nvme ssd
RAM 3600 32GB
It seems to me that the problem is in how the engine handles the interface.
Many do not see this because they play with a lock at 60fps, but when you have more than 100fps it is very noticeable
The interface should not cause such problems with frame time. As well as walking through blood and puddles.
I have already made a request to their support, so far I have decided not to play. I didn't even pass the first act, but I am wildly infuriated by these fps drops, after you cut out all the enemies and the floor is covered with blood.
Because of the same problem, people have permanent statters in late acts, there are a lot of puddles on the floor in some act.
To be honest, I'm disappointed that the same Digital Foundry praised the optimization, obviously not going beyond the first act.
I figured out how to solve problems with stuttering when walking through puddles and blood:
Do not take Shadowheart and Geil to the party.
I do not know why, but these two are the cause of stuttering when walking through puddles and blood
To understand this, I had to walk through them one by one.

I'm not sure if it's the latest patch because I only got to act 3 after the latest hotfix. The thing is though now that I've beaten it I've started a new run and I've encountered some of these issues in act 1 which I did not have during the first few days of release.
The annoying part is I've seen people with worse pcs than mine which has a 3070 paired alongside a 7700x. I have reBar and all that stuff turned on. CPU and GPU are never maxed during these parts. The game runs at around 100 fps and then a stutter happens and it drops to 50ish and if I put it all to low and lock it to 30 the same happens now it just drops to 10 or so.
