I've even gone so far as to actually drag his corpse back to Last Light Inn and drop it at their feet, which changes nothing.
Ok so I figure it out it sucks that the games does this under hand tactic. I reload a save after when you had to defend the inn. I decide to go talk to him and he was drunk and respond that he would go out look for his siblings. Now here what the game does not tell you after you ambush the spider and get the moonlight lamp he will leave the Inn. Make your way to the the Toll house and right before you get to the bridge look left and you will see a path. Follow it and you will find Rolan being attacked by shadows and you have to save him which will make him go back to the inn which then you can save the siblings. This game I will say is rather cheeky of not telling you that certain actions will make certain events move forward without your knowledge.
Seems a way to force repeatability down our throats tbh

After the battle at the mage tower he survived, said he's gonna support me etc. So I went on and did some other quests.
Now, all of a sudden, I got a message out of nowhere that he's dead and won't help me after all oO
There are sooooo many bugs in this game
Its...not some underhanded tactic? Its just part of what is happening in parallel. If your character didn't know and didn't talk to Rolan to get the hint then there's nothing that they could have done. That is just a part of your character's story then. D&D isn't exactly a game to be "won". Just react to the consequences as you would. Bugs suck however, but your issue doesn't sound like a bug.
I checked Rolan's message and it sends me back to where his dead body is which I found and completed the quest but the quest marker is still on the map with this giant circle suggesting the area :/.
Also, his sister somehow went from me freeing them from the cell to the weird blood pit below the prison. How did she get there?? Does she live if you release them via the boat?
