I thought it was a bug and I was wondering why the NPCs were all spazzing out but
apparently it is intentional because in the files there are NPC responses such as "run for your life" or "follow around suspiciously".
Summon beast companion is on a short rest cooldown so it's not like you can unsummon and summon your pet whenever you are in and out of combat freely.
There is a mod that fixes this but I do not know if it disables achievements or not:

It is not a bug, it is intentional, you are supposed to have enough common sense to not bring in undead, or wild possible deadly animals into a group of people:)
It has been like that in many games.
Also Larian does not check STeam forums so if you wish to report it still you need to visit Larian forums, as per the sticky post.
