I've the same issue, running a r9 5900X and a RTX2080S.
Tried nearly everything, dx11/vulkan, updates, even updated the dotnet runtime which the game had an older 6.0.11 version in the game files to the .20, game files verified multiple times, ddu, rem geforce experience, disabled xbox game bar, no OC on GPU.
After the hotfix is crashed even faster now, more often before reaching the main menu.

I was watching some graphs in MSI Afterburner and I was noticing the high gpu usage and gpu power usage. Which correlated with the crashes of the game. So I reduced my GPU Power Limit from 132% to 100% -> still crashed
100% to 80% -> It didn't crashed ..... 0_0 finally, I could move the character and it was fine.
So I redid the test with vulkan and dx11 a couple of times at 80% GPU Power usage and than again with 100% and 132%. All >= 100% GPU Power Limit runs resulted in the GPU device lost DXGI error. The 80% runs threw no errors.
Currently I settled on 95% GPU Power Limit, which seems to work fine.
Take it with a grain of salt, I couldn't run the game long enough, cause I've got no time left on this Sunday :<, family obligations, but maybe some of you might find it useful.
After finding this post, this is what finally did it for me. I had to install MSI Afterburner cause I didn't have it before, never overclocked. 95% didn't work, but 80% did. played for quite a few hours today with no issue.

As I can see quite a lot of posts about this error and with the only apparent fix being to reduce GPU power, I think I'm going to see if I can get a refund, and buy again when it's been out for awhile and the silly bugs get fixed.
This worked for me resseting gpu overclock settings and power to 80% , thx <3.
