I think I did see a similar glitch like 4 patches ago where there were weird lines on the screen. If you load an earlier save prior to the party scene, is the issue still there?
Just reloaded after taking a break and the issue is gone for the first time in 2 days of playing. If it comes back I'll post the conditions immediately preceding the bug and check to see if the issue changes based on graphics settings.
From what I remember, lighting had a larger effect on it, as the reflections resembled the lighting conditions more clearly (e.g. very visible in the open or at camp around the fire, but not noticeable in the Underdark). The issue was always present though.
Edit: The following issue went away after a restart. Ah, the joys of early access :)
I should also note that before restarting the game I was getting around 60 fps, and now I'm barely getting 40 with the same settings. Changing the settings is having little to no effect either way (increasing settings isn't decreasing fps, and vice versa). My GPU utilization is still about the same (60%).
