What i also noticed and that realy weird you only can hit a monster on the left e.g. left leg or even toe no joke well of cource not the toe but on a small area only.
Try the exact same area where you target the arrow or try changing camera.
BTW seems Huntersmark get cancled by Collosus slayer 100% so be warned picking it or have a save where you can undo that choose.
As I do not see 5e DnD rule stacking reason for this it is a Bug.
*edit* in the game the long bow has the same range as the shortbow and the hunter's mark. Don't have a crossbow to check the range on that, but if it's the same thing then this is definitely an issue.
I haven't tested after patch 3, but HM only cancels colossus slayer on the round it is cast. If the enemy survives to the next round the damage will stack.
In terms of hunter's mark not hitting high targets I assume it is the same bug that affects every other spell that doesn't have a line-of-sight cast. You see the same error all the time for a cleric's Sacred Flame cantrip.
At the time that I posted this my character was still level 2, and I was still using the default bow.
I think the above comment talking about camera angle does seem to impact the game thinking the target is too high or not.
