Are the spell lists different from actual 5e lists?
Open your spellbook, click on learn more spells.
Every single spell you see in that list is a scroll you can learn.
If theres a spell you cannot select, it is probably a higher level spell that you havnt unlocked yet (You unlock a new spell level every 2 levels starting at 1st level and ending at 11)
then you click learn. if you're seeing spells it wont let you learn its probably a slot you dont have yet. i have never seen a spell from another list show up in that panel and i literally learn every single spell.
Finally I realized that the active character was one of the other party members! So either use the individual inventory screen or make sure to have the right party member selected
