I have been wondering about this as well haven't found a use for it yet. Makes me wonder if it is perhaps for a quest that hasn't made it into the game yet.

This item initially belongs to Barth from Aradin's group. Later it would be stolen by a tiefling kid from the Mole's gang, but only if Aradin and his people didn't leave the grove. You can witness the theft and interfere in the Barth and kid's confrontation. If the kid runs away with the locket, you can find it in the box in the cave and return it to Barth. Also, you can pick it up from his body if Barth dies before the locket is stolen.
