A member of your party is not ready to proceed.

I have this message when I'm trying to enter lower city.
I already tried enjailing Karlach (depsite her not attacking Garosh), killing whole party including character i camp, kiling and resurrecting, killing and asking Withers to keep their bodies, kiling mine character, entering lower city when they are alive or not likely many other things, using 10 hours older save (I was in circus btw), approaching dialogue with garosh without any character save for mine custom main character etc. Nothing works. I progressed/finished all possible quests from earlier area(s) which are either finished or are sending me to lower city. I tried to talk to everybody in my party/camp, even tried to do 5 long rests in a row in case of some cutscene pending and stopping me but nothing helps. I'm out of ideas. Its mine first playthrough (save for 5 hours long campaign I played last year which I decided to dscontinue as I wanted fresh start)/.

If somebody knows how to resolve this problem Il be grateful. If there is hidden comand or cheat code which would let me to resolve this problem I guess Im also open to it (as last resort). Ill be very grateful for help.

Try to steal something by Karlach and go to jail. Once there, had the rest of your party pick the door open. leave and wait for the "Criminal" debuff to wear off.

Well I didnt tried to free her with rest of my party yet.

Well i got Karlach in jail, entered it with rest of my party lockpicked doors waited some time till fugitive status goes away, lefted jail and still have the same popup.
