its that simple, really. Items that modify spell chance to hit or spell DC are rare, making to-hit spells against late game high armor guys difficult to land.
you can examine targets to see if their AC or whatever stat is lowest and pick a spell that targets their weakest thing. Eg if it has low dex but high con, poison spray isn't the best pick.
I don't know why the DC readout is like that, nor if it is bugged. They should be rolling against your value... but beware that your value can be subject to other conditions. An item that casts a spell or a racial spell do NOT use the same rules as one from your wizard class. This is why shadowheart's fire bolt is so useless with her low int score... and why blade ward or something like that would have been a better pick for her.
It could just be cosmetic because I haven't noticed any such bug. My vicious mockery is basically impossible to save against so it seems to be correctly using my charisma stat, which is correct, rather than my wisdom stat which it would if the formula you're seeing was the case.
So assuming Lv1 16 Int & no gear, that would be 8 + 3 + 2 + 0 = DC13
It is Important to remember, your Caster Stat is what you last Class uses. Racial Abilities and those from Feats will used their own pre set casting stat.
The Stat in the Spell Description is what is used to save against.
-Attack: Spell is a attack rolled against AC
-CON: Spell is rolled against CON (because of Stats enemies design, this is a bad save to go against. This is a issues from TT D&D 5e)
-DEX: Spell is rolled against DEX
