IF you have the correct cables/routers, yes - basically connecting the PCs either via cable or wireless.
Just copy your game files on a USB stick and give it to him where he copy the files over on his disk. Either overriding their existing files (make a backup) or place it somewhere else. You start the game using the executable, like you would when doing a rollback/freeze your game version.
