Cleric/Wizard Multiclassing Question
I want to do a Tempest Cleric playthrough with a 1 Level dip into Wizard so I can learn spells from scrolls, etc.

I understand Shadowheart isn't very good at casting Firebolt because it is using Intelligence even though she is a Wisdom character. I don't know how to determine what spells use which modifiers.

If I learn spells from a scroll, will they be cast with my Wisdom modifier, or will I need to build into Intelligence as well?

Spells learned from taking levels in a class will use that class' spellcasting ability modifier. Spells from other sources use the spellcasting ability of the class the creature most recently took a first level in.
If you first class into cleric, then wizard, all the scrolls learned will use the wizard's spellcasting ability, or Intelligence.
Shadowheart usually uses wisdom, except for her High Elf cantrip, which uses intelligence. (it is specified when hovering over the cantrip, it shows "int" as attack roll".

Do you have a source for that information? I would like to learn more about it if possible.

If I'm understanding your quote correctly... would this mean I should be able to start as Wizard, multi-class into Cleric, and be able to learn and cast all spells with the Wisdom modifier? (aside from the initial spells learned by taking the Wizard class)

You cast cleric spells with Wisdom and Wizard Spells with Intelligence.

Exceptions are for example fireball from light domain clerics. They use for this wisdom. But they get the spell automatically.

If you have not a very specific reason for a minmax built, you do not want to mix different casting classes using different abilities.
