Is the two-weapon fighting working or not?
No extra damage gets applied anytime i do a two weapon attack/ off hand attack

I'm assuming you are talking about having the Two-Weapon Fighting Style from Fighter/Ranger/Swords Bard? And if so, are BOTH weapons light? You need both weapons to be light for the offhand attack to add your ability modifier. You'll need the Dual Wielder feat in order to use two non-light weapons, one one regular and one light.

I had the same question which no one answered. I think it's like Savage Attacker, only works with melee. Cause I tested it with hand crossbow, you can test this with daggers without two-weapon fighting. The main-hand dagger will show something like (+3 Piercing), the off- hand dagger will not have that, unless you get two-weapon fighting style.

You can also see this by hovering over the "Damage" under "Attack Bonus", you will see the + ( what ever your proficiency in), and the Melee Attack (Off-Hand) will not have the + proficiency.

so they are, in fact, both light. But for some reason, I never see any kind of bonus to my attacks. which is a huge shame since i want to get up close and personal with my bard, but for now there really isn't any reason for me to do that

There is a button to toggle dual wield attacks--It's where your weapons show on the bottom left, along with toggle torch and weapon swap. The buttons are tiny but you should be able to find it.
When you dual wield it will automatically attack with both weapons, if not you should have an offhand attack bonus action.

So without the dual-wielding fighting style, I would only strike with my main hand weapon when attacking even if I'm dual wielding?

My understanding is...

You use an Attack action - Main hand attack. Weapon damage and stat modifier
You use a bonus action - Offhand attack. Weapon damage, no stat modifier

Fighting style gives you the stat modifier onto the bonus action offhand attack.

You have to use the bonus action offhand attack to attack with the other weapon.

You can either use:
1) The bonus action for the offhand attack
2) A toggle under your melee weapon selection that will automatically use your bonus action for an offhand attack when you attack if the bonus action is available.
