[BUG] Psychic spark only applies to lvl 3 magic missile

Psychic sparks Psychic missile bonus only applies for level 1 to level 3 upcasted magic missiles, this is either a bug or the description of the spell is wrong.

I, for one, expect descriptions in game to be informative and match the effect. You have pointed out another item that has a problem, not a reason why it's not a problem. There are dozens of abilities that are heavily misrepresented by their descriptions. This is not fine by any means.
