Someone without eyes shouldn't be able to get any more blind.
There is at least one non-player character in the game (Gondian Zanner Toobin, in the Steel Watch Foundry) that has had their eyes removed.

Whether such characters should always be subject to the "blinded" condition is something that could be discussed, but that is not the topic of this discussion.

Regardless of whether such a character is always subject to the "blinded" condition, or exempted from it due to some consideration (such as adaptation to being blind), it should be obvious that additional effects that would apply the "blinded" condition, such as being in an area of magical darkness or being affected by the "Blindness" spell, should have no additional effect on the character.

That is not, however, the current state of the game. At least in the case of the example I mentioned above, such a character can be blinded by being in magical darkness and suffer penalties that they would not suffer when not in magical darkness. This is a problem, and ideally it should be corrected. Thank you for your consideration.
