So you're missing something in the interactions that lead to romance. There is no mod that fixes this. I never had any problems romance Gale.
I've learned in EA fairly quickly that if you'd like to see all the companions have to offer, you will have to choose long rest more frequently.
I hope you find a way to see the scenes, they're definitely worth it.
But anyway, the Wiki says normally you should run into a "projection" of Gale (like a hologram) at camp some time after Moonrise towers, and this is what will start the next romance events ....
