They don't, they only have darkvision.

I have had multiple goblins shoot into the darkness last night. When I wanted to shoot back, I had to walk outside the darkness and then back into it.
Afaik you shouldn't be able to target something behind the darkness either. Atleast it never would've let me when I fought Viconia and her gang in Act 3 whom love to spam darkness.
I found posts going back to august last year talking about the bug. So it's definately one thats been around for a while.
They also used to counterspell through walls (in Wyrm's Crossing at least). Not sure if they have fixed that since September.
As for the goblins... I guess we can just imagine it is some kind of an Absolute new perk
