Tiefling isn't a single "race", right?
Are they always transformed humans? Or are there other races that transform into tieflings, like dwarves and elves?

In D&D 5e there's a bunch of races that exist because humans love to bang anything that moves.

Half-Elf, Half-Orc, (and not in BG3 Half-Dwarf, Half-Ogre, etc.) are pretty obvious. Aasimars are the result of a human that banged a Celestial.

And, as you may now guess, Tieflings are the result of a human that banged a Cambion. Bloodline depends on which plane it was from. They can also be born from dwarven/elven parents, but mostly it seems to be humans. If it moves, there's probably an half-race of it.

Not necessarily a cambion. Since some strange stuff happened with Asmodeus all fiendish bloodlines in humans are linked to the Hells even if their ancestor is a demon or yugoloth or a night hag or something.
Also no half-dwarves in Forgotten Realms. All human/dwarf pairings result in full dwarves with the curious trait of having high fertility. At one point when dwarves were having a population crisis some dwarven communities were considering crossbreeding as a survival strategy...

not really there are orgins that they were made in mockery in later itterations

Yes but Tolkien lore doesn't apply in D&D. D&D orcs are a wholly separate species with no inherent connection to evil (they have short tempers and high capacities for violence so they trend evil but it's not a given).

all of fiendish bloodlines became of asmodeus bloodlines in return for tieflings to have moral and ethical freedom this change made asmodeus a god oddly enough devils seems to not mess with elfs all fey ri is of abyssal orgins also demons and they are aligment locked i think ebtween a ta nari and elf orcs and drow similar demons . devils seems to only focus on humans likely for humans in dnd has more ambition also this deal also made it so every child of a tiefling will be a tiefling

Elves are majority Chaotic Good so on the direct other end of the alignment axis to devils. Hence their lack of interest.

There's even Dwelves.

They look almost identical (except being a bit taller) so were not considered a distinct race. It's half-dwarf pairing witha pureblood dwarf that results in a dwarf.
