It all depends on your difficulty setting of course. On Tact I saw enemy 25 rolls quite often before I upped it to 26, so he only got hit by high acc and high rolls
I'd still go the armour because its good through all of the rest of act 1 and act 2 only replaced in act 3, and the shields are very replaceable. But anyway back on topic.
True that in BG3 immunity to crits make it like a normal attack that can miss, but enemies can just roll higher then 20 if they have a +5 or +10 chance to hit, I have seen one enemy roll a 32 to hit.
Higher AC is better as it just means you get hit less, and going above 20 is worth it, but its always up to the player :)
