Anyway there is unfortunately nothing you can do to get rid of it (also long rest won't remove it). I had it happen after a fight "a bit later"; but it was never a problem and no one cared, so hopefully it's the same for you. It just disappeared after I progressed the game (to the next Area). Truly a strange bug.
If you initiated a fight out of the blue and killed all goblins but Sazza it is probably her.
Also the condition should only affect the guards allied to the offended fraction, so unless you was planning for the dark-side run it should not be an issue, I guess.
Essentially it's "Someone caught your dastardly deed on their mobile and shared it to the Goodly Folks WhatsApp Group". I.e. you got caught doing a Bad Thing.
Similar to how in Bethesda games any witnessed crime is shared with the speed of light across the world, and in Starfield's case faster than light.
It's a temporary status in Baldur's Gate 3 though that goes away after Long Rests. Possibly simply map transitions as a long rest triggers those as well.
I don't normally have the urge to play bad or evil, so not that experienced with it beyond accidental crimes, which yes are a thing in games. Looking at you Bethesda, again.
