I'm gonna say yeah though; your playstyle plays a factor.
with the soldier background specifically, I think you tend to get them for killing the goblin leaders, and for killing the giant spiders in Whispering depths, and one for successfully kicking down a door at the Act 1 Inn (Forget it's name) etc, things like that as far as I've noticed.
Guild Artisan is one of the hardest or least common, forcing you to play with the crafting system, gathering ingredients, earning vendors' favor by giving them free money.

The default option is kill everything that moves, so backgrounds related to violence will naturally trigger easier to find/acquire inspiration points.
Today I finally after so many tries in different playthroughs, freed the goblin prisoner in the goblin camp, and Shart got inspiration for "freeing the heretic"
I agree soldier has a decent chunk, though
