No long rest or traveling of map. I.e. don't go to camp for a short rest either if I recall correctly. But you can use the short rest button that insta-rests.

I'm fairly sure there is a trigger that'll start the long-rest timer for Nere. I don't know when that is or how many long-rests it allows. I could only guess that it starts when the player is notified of Nere's predicament. I always long-rested before taking the boat. So, I've never needed it.
The timer starts when you arive at the forge. Oh and after the first long rest there Nere does not die and calls out to you through the tadpole
You can long rest right after the boat ride even, but I'd avoid exploring or talking to people in the area before long resting, since I don't know what specifically triggers the start of that quest. For my Honor Mode runs I've made sure to have smokepowder bombs on me, so I can kill the Draugr and then Nere immediately after arriving.
