Long rest while saving nere
Are you able to take a single long rest while getting ready to save nere from the rubble? Cant really test it out myself cuz im in an honor playthrough.

Right, I keep forgetting people want to save the blighter.
No long rest or traveling of map. I.e. don't go to camp for a short rest either if I recall correctly. But you can use the short rest button that insta-rests.

Short rests are less effective (fewer things gained) in higher difficulties, including HM, but they can help in a pinch.

I'm fairly sure there is a trigger that'll start the long-rest timer for Nere. I don't know when that is or how many long-rests it allows. I could only guess that it starts when the player is notified of Nere's predicament. I always long-rested before taking the boat. So, I've never needed it.

The timer starts when you arive at the forge. Oh and after the first long rest there Nere does not die and calls out to you through the tadpole

Nere is definitely one of those new player traps, where if you take the boat and start that quest before long resting you could be stuck doing that fight with no spell slots or abilities.

You can long rest right after the boat ride even, but I'd avoid exploring or talking to people in the area before long resting, since I don't know what specifically triggers the start of that quest. For my Honor Mode runs I've made sure to have smokepowder bombs on me, so I can kill the Draugr and then Nere immediately after arriving.
