Can I use console commands to spawn a npc to advance a quest?

In the gauntlet of shar and I messed up, said I wouldn't attack the rats and they disappeared. But for the one quest I need to hunt them down, so is there a way to use the console to spawn one of the rats to attack and continue the quest? Or am I locked out of that resolution? I'm not going back to an earlier save, I spent too long ♥♥♥♥♥♥♥ around in between.

You can't. Which is why saving often is important. But it's not important for the main quest. You can skip a lot of quests in the game.
