The game has weird time-gating that's not obvious - and this one isn't the worst case because it will actually ask you "stuff will happen if you proceed, are you sure"
If i had to make a guess, maybe they kill the prisoners when they find out about nightsong because it made ketheric vulnerable and they were removing everything that was even almost a possible threat? or it was just a petty thing to get back at whatever "good" person got nightsong? theyre jerks. lol
The Goblin attack is quite emphasized to be close.
