To quote a post I saw earlier "Gortash looks like human shrek did the fusion dance with alice cooper" I guess young means under 85 and handsome means "has a face"

His character has confidence and it's enough for some people to blur the concept of beautiful. He's no greek god but he's got panash.

Gortash is actually quite handsome, especially for his age and position. I'll concede his hair is a bit of a mess, but he is quite realistic and in IRL would be quite striking and noticeable in a good way.

Compared to your average politician he possesses noticeably more charisma, and as far as the setting is concerned, Gortash would indeed be "young" compared to many of the other denizens residing there.

but thats not how the narrator describes him. She specifically is commenting on his physical appearance and not on charisma.
