any standard enemy that doesnt have resistance or vulnerability to fire

gale's fireball/scorching ray / etc

Ok. Guess that's just the way it was decided. I don't have access to the 5e Monster Manual, so cannot comment on what 'normal' enemies have in the way of Vulnerabilities in the TT game.

probs because fire spells are more common, do more damage and are easier to use.

they probably wanted people to move way from just using fireball for everything and trying something more creative.

Creativity is impossible without modding. I mean that is the only way to create content. Otherwise you're just using what someone else provided, which isn't creative.

despite the indirect buffs to cold and lighting damage it's often just far better to skip the hoops and fireball the thing in question, or blast a single target with scorching ray. we've also got one of the best early game summons, the flaming sphere, which isn't amazing damage but it body blocks and takes aggro. wall of fire is also really powerful used correctly.

also this is a Larian game. fire makes lots of things explode.

In the instances where you have fire resistant enemies, arsonist's oil can be used.
