Ok. Guess that's just the way it was decided. I don't have access to the 5e Monster Manual, so cannot comment on what 'normal' enemies have in the way of Vulnerabilities in the TT game.
they probably wanted people to move way from just using fireball for everything and trying something more creative.
also this is a Larian game. fire makes lots of things explode.
In the instances where you have fire resistant enemies, arsonist's oil can be used.
