how to find good outfits and weapons?

Act 2 now and everyone is still in default outfits and maybe two of them has unique weapons but other than that I have nothing really of interest for me and my party.

Check the vendors at Last Light Inn, Quartermaster Talli sells some good things. Dammon has some pretty good weapons that he is selling in Act 2, like the Darkfire Shortbow. Mattis has very nice boots. And there's some traders in Moonrise Towers that sell some nice gear too. Plus you can find some really strong gear in Act 2 if you know where to look

Also, if you're early in act 2, and it sounds like you are, you can still go back and visit several of the act 1 merchants. Some might be inaccessible from quests or otherwise dying, but there's at least a few very good items for sale on a few of them.

Good idea, plus the Underdark in Act 1 has good Armour/Shield to find at the end.

I made it 40 hours into my first play before I turned to mods to find decent looking equipment. If you wait on the game, it will take until the very end in ACT 3 to get decent looking clothes, dyes, and gear. The armories are in the center and dyes and clothes on the west side of town.

You should have come out of the Underdark with quite a few good things.

Clothing wise you can find decent stuff in Act 2 ish but definitely later in Act 3.

Item wise it would depend on your class and how much you explore.
