Can i learn a proficiency?
Im trying to see if i can learn how to play a musical instrument in the game as a barbarian and i cant find any info online

You would need to select ‘perform’ in your background or during the character creation process. I am unaware of any way you can learn a skill in the game. Maybe a feat will be available where you can.

I think there is a feat that you can take at level 4 to do that.
But i'm not sure.

“Musical instruments aren’t only for Bards in Baldur’s Gate 3. In this update we’ve added five playable instruments that can be used by any class with the Performer feat at Level 4: flutes, drums, lutes, lyres, violins, and even whistling.”

Alfira will teach you musical instruments if you play along with her with her teacher's lute. You need to pass a couple of performance checks, so get SH to cast Eagle's Splendour and have a couple of inspiration points handy.

Alfira is between the beaches near the druid sanctum.

Yep, characters are commonly allowed to learn tools during downtime, and there might even be opportunities to learn a skill or feat - if exceptional teachers and/or circumstances allow. Going by the 5E Dungeon-master's guide, that is.

In PnP games, it's not so uncommon to see higher level PCs with rare traits they picked up through adventures. Good to see Larian implementing this.

Alfira will only teach you if you choose the "pick up lute" dialogue option. Don't ask her what the song is about at the first dialogue promt... that way you'll "just" encourage her, not also learn to play musical instruments. You might need to pass at least one of the two performance checks, I believe (Haven't failed twice, and haven't tested it, though).
