Are you running semi optimized damage builds?
Than yeah. It's a 150 hp transformation which in itself can have value but that's pretty much it. The damage output is not great.
Are you running what ever you want having fun with it and somehow managed to cobble together something that isn't broken? (It really does feel like every build becomes broken over time)
Than it's actually pretty good. I liked using it on my warlock to get some melee capabilities when I got swarmed, but there are better uses of my warlocks actions than doing that. Make it a Sorcerer-Warlock multi and the slayer form shouldn't even be on your hot bar anymore.
It's bad in the way that you can use it without feeling bad, but it will underperform compared to most other options you got.
I think the only time it didn't feel horrible with my Sorlock was in my fight with Orin and, strangely, the final fight. Although in that situation I only used it because I felt like it.
Actually, I was not impressed with the Dark Urge period. Won't be playing another one.
Even so I generally avoid it except for pure variety or aesthetics.

if all you want to role play as is a scum evil killer, than I can see your point. I was hoping for a path to redemption would be available which gave some rewards for choosing that path ( because you can resist the evil Urge. ) But that was not the case.
Dark Urge Gloomstalker Ranger was my first play run after the game first was launched. Not a lot was revealed on it's purpose. Larian said you could resist the Dark Urge. But that turned out to be useless and a hindrance to your Dark Urge progression.
Impressive as in combat? Na. I did not notice it being any better than say some of the most powerful classes in the game. It's strictly for those who want a evil play run, with some evil dialog and scenes.
