Eh..they have a part in a particular side storyline. I'm not certain how blowing them up impacts it later, if at all, but if you do not care about Minsc or Jaheria, then they definitely do not matter.
I dont know who they are. Never got past act 2.
They're continuation characters from earlier editions of Baldur's Gate. You should, in theory, meet Jaheria in Act 2. She's the old elf druid running the Harpers.
Look up the character Roah Moonglow if you need an example, caution there are spoilers. You can kill Roah but there are Zhent quests in the third act.
The only significant effect on Act 3 is if you rescue the artist or not. Rescuing the artist creates a whole long complicated questline in Act 3 that is annoying AF, and I suspect most people who play it once never play it again. And you can do the best parts of it even without rescuing the artist.
Roah offers some nice gear in Act 2, so it is best not to kill her in Act 1, but she doesn't care about the Zhent hideout.
It doesn't impact it at all. The zhentarim overall are present (very little) in Act 3, but not the particular zhents that you can blow up in Act 1, is what I meant.
The hideout sure blow up the artist. Lady Janneth is better off.
Keeping Roah through the third act opens up some dialog in the thieves guild hide-out. The thieves guild battle with Nine-Fingers and the Zhents is in the third Act.

The downside is that killing Roah in Act 2 gets you her three best items for free, of course.
