Sounds more like a bug.
EDIT: Disregard, sleepy brain.
But he wrote that the attack occur at Last Light Inn, not Moonrise.
Ignore what I said.
Last Light providing the consequences, not Moonrise.

Fluffykeith I got a message "Your presence isn't welcome in moonrise, time to face the consequences" and everyone attacked me.
If you brought Minthara to Moonrise Tower and she was involved in the same dialogue (where you get the "Your presence isn't welcome in Moonrise, time to face the consequences" line), that seems to trigger the bug.
If you then teleport everyone out—for example, to the Last Light Inn—Minthara will teleport as well. This is where the problem starts. The game appears to execute a command on Minthara that makes everyone around her an enemy. This mechanic works fine if she's at Moonrise, but when she teleports out, it causes unintended hostility. Ideally, they should fix this by preventing Minthara from teleporting while in dialogue.
The best solution for now is to load a save from before Minthara arrives at Moonrise Tower and avoid teleporting while she’s in that conversation.
Nice find though.
