Report a translation problem
The problem with stating how broken Act III is is that it varies incredibly from player to player. The varying levels of drama or even histrionics on display when people complain about things doesn't help either. To some what you refer to as annoyances, and I agree with that assessment, are not only game-breaking but signs of cultural depravity and the Larian fueled fall of western civilization as we know it. :-)
It is the most complex part of the game, both in terms of simultaneous quest-lines that can impact and even exclude each other and in terms of bystanders factioned NPCs and interactable environments which I suspect adds to it being buggier for some then others.
It's the most CPU intensive part of the game and lots of people have gaming rigs which tend to be heavy on GPU and memory but with the CPU budgetted down and that may impact their experiences.
Fair enough.
That is one thing I do not get. I tend to spend more on CPU than on GPU and currently I have an AMD 7800X3D on the CPU side. Probably because I am entirely fine with full HD and never saw any need for more.

AFAIK, Patch 6 didn't take care of that problem. But granted, finishing Free the Artist is not required to finish the game.
