I did restart Steam. it still says hotfix 17 is the most recent. I did uninstall it though to save space when it does go live. is there some way to check that the version I install will be correct?

Well, if you uninstalled the the whole game it will surely download the actual version. That is why they wrote in the patch announcement to do it in case you don't have the space :-)

Announcement will come in time but steam does have the update now.
